Chances are it is gynecomastia, but no one here can tell you for certain. Breast cancer is unlikely. It would be a good idea to have it checked by a doctor to be certain every thing is OK. I have seen gynecomastia a number of times. It is not all that uncommon.

“Gynecomastia is a condition in which firm breast tissue forms in males. The breast tissue is usually less than 1-1/2 inches across and is located directly under the nipple. Gynecomastia may be present on one side or on both sides. This condition may make the breast tender.”
The RN comment is right on, but I would like to add that my son is 20 now and when he was 13 he had the same type of lump, and then at 14 on the other breast. With him they both went away in a few months, they normally do. But do see your doctor if you are having pain and more questions.
